Post Reference Library trait and Research skill

Going over the rules for having a Reference Library (Traits) and the Research skill (Skills) rules I noticed an discrepancy. In the Traits section the Index values for the EPs spent are 4, 5, 6, 7. In the Skills section the table has Index values of 6, 7, 8, 9. Are these two separate Index values (one for someone with a Reference Library and one for anyone doing research in a library) and so not linked or is it a typo?

It's not a typo; a character's personal library is easier *for them* to look through.
